The policy is agency-wide and deliberately leaves no gap. It states that neither the agency nor any of its agents or employees will accept or consider unsolicited material of any nature, that you may not use the website or anything found through it to submit such material by any means including social media, post, fax or email, and that anything sent anyway will not be considered by anyone there.
Their books department does accept unsolicited manuscripts and champions first-time authors, and the same page says the form is for books and not screenplays. So the open route that turns up in search is real, and it is not for you if you write for the screen.
