Their pages now agree. The submissions page says no agent or manager is accepting submissions, and the screenwriters page says the screen agent is closed too. The logline-only route on that page is the one that would reopen first, so this stays on a short re-check.

Their screenwriters page names what they want: small town and holiday romance, especially with southern US settings; female-driven plots with romance, drama, mystery or suspense; middle grade, young adult and family-friendly pilots and features, especially with light fantasy or science fiction; fresh takes on mystery and procedurals; and westerns for both television and film.

How to approach
Read both pages before you do anything, because they contradict each other and we would rather show you that than pick for you.
Their submissions page states that no agent or manager is currently accepting submissions, and defines that as not open to new clients and not accepting queries of any kind. Their screenwriters page then says the agent is currently closed to submissions, and four lines later says they are currently accepting loglines in named genres, with a submissions address and a required subject-line format.
We list the door as closed because that is the stricter of the two and the one that costs a writer least if we are wrong. If you read it the other way, the route they publish is a logline only, with a short bio and an IMDb link, to the submissions address on their screenwriters page. No screenplay, no pitch deck, no synopsis: they say unrequested material of that kind is deleted unread. If they do request your work, a separate signed release form is required with each submission.
One more thing worth knowing before you engage. Their own site carries a scam alert about people impersonating their agent, so be careful with anyone who contacts you claiming to be from Holloway.
The PreList verdict
Who this is for: nobody, right now, with any confidence. That is an unsatisfying answer and it is the true one. A writer with a southern-set romance or a western would fit their stated taste well, and if the logline route is live it is a cheap approach.
Who should skip it: anyone who would take a non-reply badly. When a company publishes both a closure and an invitation on the same page, a silent submissions inbox is the most likely outcome, and you will not be able to tell which of the two answers you received.
